It is a restricted ingredient in the EU (Cosmetics Regulation Annex III, entries 15a and 15d). The high_ph and potential_irritant flags are added as a precaution because it is a strong base. A reviewer should check the EU limits and remove the flags if the finished product's pH is normal.
